Nepal Proposes Stricter Regulations for Mount Everest Climbers

Nepal is drafting legislation to impose stricter qualifications for Mount Everest climbers in response to growing safety and overcrowding issues. The proposed law would require applicants to have prior experience summiting at least one 7,000-meter peak within Nepal before attempting Everest. Additional provisions mandate that expedition leaders and guides must be Nepalese citizens. These measures come after record congestion on the mountain, with 478 permits issued in 2023 resulting in 12 deaths and 5 disappearances during the climbing season.

Mountaineering Industry Expresses Concerns Over Proposed Rules

International climbing operators have raised objections to certain provisions of the draft law. Garrett Madison of Madison Mountaineering argues the 7,000-meter requirement should apply to peaks climbed anywhere globally, noting the limited number of attractive 7,000-meter options in Nepal. The industry also faces a shortage of qualified Nepalese guides, prompting calls for more flexible nationality requirements for support staff. While Nepal boasts over 400 open peaks including 74 above 7,000 meters, operators report only a handful appeal to serious climbers.

The proposed regulations represent Nepal’s latest effort to manage Everest’s growing popularity and associated risks. The mountain has become increasingly crowded during peak seasons, creating dangerous bottlenecks and environmental strain. Last year saw eight climbing deaths, continuing a troubling trend of fatalities. By raising experience requirements and localizing guide services, officials hope to reduce accidents while maintaining Nepal’s important mountaineering tourism industry. The legislation’s final form will need to address operator concerns while achieving its safety objectives as debate continues over managing the world’s highest peak.
